To publish is to make content available to the public. While the specific use of this term can vary between countries, typically applied to text, images, or other audio-visual content in any media, including paper or electronic forms of publishing such as web sites, e-books Disc, Compact and MP3. Publication of the word means the act of publishing, and also refers to any copies.

The definition of “publication” as “the distribution of copies to the general public with the consent of the author” is althus supported by the Berne Convention, which mentions about the “copy” in the article, where “the work published” defined. In the Universal Copyright Convention, “publication” is defined in article VI as “the reproduction in tangible form and general distribution to the public copies of works that can be read or visually perceived.” Many countries around the world follow this definition, although some make some exceptions for certain types of work. Australia and the UK does not have this exception and generally require the distribution of copies required for publication. In the case of sculpture, a copy must be even three-dimensional.
